Well - it's a pun on "warwalking" - which itself was derived from wardriving, which I believe has it's root in 'wardialing'.
It's connected to a long tradition of sniffing around for the secret nervous systems of the world...

Just as public roads are available to all who desire to use them, though maintained by local tax effort, so might the pathways of the net be available to those passing through. As schools tend to be omnipresent in every community and neighborhood, this would be a fast way to advance interconnected mobility. The US Gov't has already spent countless billions on making sure all schools are wired, now we only need to add WiFi.
